Professional Experience Background

Senator Hugh Segal is a graduate in history from the University of Ottawa and holds a Doctorate in Law (honoris causa). He is a former President of the Institute for Research on Public Policy. Prior to joining the IRPP in 1999, Hugh was a former Chief of Staff to the Prime Minister of Canada and Associate Cabinet Secretary in the province of Ontario.

Appointed to the Senate of Canada by Prime Minister Martin in August 2005, Mr. Segal sits as a Conservative from Ontario and served on the Agriculture and Forestry, Aboriginal Affairs, and Senate Reform Committees, while chairing The Standing Committee on Foreign Affairs in 2006-2207.

Along with being a Senior Research Fellow at McMillan, Hugh is a Senior Fellow at the Queens School of Policy Studies and a director of various public companies in the fields of energy, construction, engineering and manufacturing and financial services. He is a former Chief of Staff to the Prime Minister in Ottawa and Associate Secretary of Cabinet for federal provincial relations in Ontario.

He is a director of the Atlantic Council, a fellow of the Canadian Defence and Foreign Affairs Institute and a former chair of the Walter and Duncan Gordon Foundation. Hugh was awarded the Order of Canada in 2003 and an honorary doctorate in law from the Royal Military College of Canada in 2004 and a Doctorate (Honris Causa, D.V.) at the University of Ottawa in 2009.

Hugh Segal serves as a Senior Research Fellow. He is not a lawyer, member or employee of McMillan LLP.
